I think Claire's dad's line about his daughter being very special and not needing a punk messing her life up more was in response to the Quarterback's comment that she wasn't human, some kind of freak. He did mention the rape first, and treated that as the condemning act ("all the terrible things that you've done"), not just the threat to expose Claire.
So I think they're going to make the bad guy multi-layered.
